Lance Kepple

FBI Supervisory Special Agent (Retired)

Lance Kepple served 22 years as an FBI Special Agent. He has successfully investigated organized crime, violent crime, drugs, public corruption, domestic terrorism, international terrorism, and piracy. He also spent seven years as an operator on the FBI Hostage Rescue Team (HRT) where he was involved in some of the highest profile and most complex operations conducted by the FBI. During his time at HRT, Lance also served as a Supervisory Special Agent, team leader for deployments, and lead planner for an operational deployment to Puerto Rico involving 900 FBI personnel. Lance served as a firearms instructor for 18 years, a tactics instructor, a defensive tactics instructor, tandem parachute instructor, and an ALERRT instructor. He also completed the FBI’s Instructor Development Course. In these roles, he trained hundreds of Special Agents, US Law Enforcement members, and international law enforcement and military members. His last five years were spent in training for and as a member of the FBI’s Cellular Analysis Survey Team (CAST). Like all members of CAST, he became a court certified “expert” in cellular record analysis and historical cell site analysis. During that time, Lance successfully recovered numerous missing and kidnapped persons, responded to emergencies, was key in solving dozens of homicides, and testified in state and federal courts. Lance has analyzed thousands of records and has been recognized as an expert witness in both state and federal courts. Upon retirement, Lance Co-Founded Precision Cellular Analysis LLC and continues to conduct cell phone analysis and testify as an expert witness. He is regularly employed to testify on behalf of various state and federal prosecutors. During his FBI career, Lance was awarded the FBI Meritorious Achievement Medal, the FBI Medal of Excellence, and the International Association of Chiefs of Police TOP COP Award (International Honorable Mention). Previously, Lance served as an Officer in the US Air Force as a Combat Controller and Special Tactics Team Leader. He also holds a bachelor’s degree in electrical engineering from Penn State University.

Scott Eicher

FBI Supervisory Special Agent (Retired)

Scott Eicher’s career in law enforcement began in Norfolk, Virginia as a police officer and Detective for the City of Norfolk in 1984. While serving as a police officer, Scott worked in patrol for 2 years, and then went to the Detective Division and worked on the homicide, auto theft, and narcotics squads. During this time, Scott started to hone the skills needed for testimony in court. He testified on an array of topics ranging from personal observations while on patrol to more detailed testimony in long term investigative cases. The testimony graduated from traffic court cases to felony murder cases in district court then to federal court cases with multiple defendant death penalty RICO cases. After 12 years in the police department, Scott joined the FBI in 1996 and after 22 years retired. During Scott’s career with the FBI, he worked as a Supervisory Special Agent managing an International Terrorism squad in Denver, Colorado. He also was on the Rocky Mountain Safe Streets Task Force, which investigated fugitives, bank robberies and violent crimes. In 2010, Scott was one of ten FBI Agents who were selected to form the Cellular Analysis Survey Team (CAST). Scott became a subject matter expert and specialized in Historical Cellular Analysis, Mapping and Expert Testimony. He later was assigned as a National Asset for CAST in which he provided full time assistance and testimony in hundreds of cases throughout the United States. Scott has testified over 120 times and has taught historical cellular analysis to hundreds of Agents, Detectives, and Prosecutors throughout the nation. As one of the first members of CAST, Scott became an instructor and due to his experience taught new CAST agents how to testify in court in mock trial settings. In recognition of his investigative assistance and achievements, in 2012 Scott received the FBI Director’s Award for Distinguished Service to the Law Enforcement Community. After retirement in 2019, Scott joined CellHawk/Hawk Analytics as Director of Professional Services and Senior Subject Matter Expert. In that position, Scott was responsible for development of the curriculum and training for law enforcement. The training included cellular technology, education in and analysis of Call Detail Records (CDRs), the familiarization and utilization CellHawk analytical software, and testimony in court. Additionally, Scott was responsible for processing requests for Professional Expert Services, which included requests for consultations, historical cellular analysis, and expert analysis and expert court testimony. Scott holds a BS degree in Criminal Justice and Political Science from Old Dominion University.

Brian Boetig

Advisor and Liaison - FBI Assistant Director (Retired)

Brian Boetig has 35 years of national security, public safety, and consulting experience, including as an FBI Assistant Director, Legal Attaché to the United Kingdom, Ireland and Canada, CIA Liaison Officer, state, municipal, and university police officer, and partner with an international business advisory firm. He’s the author of dozens of articles on criminal justice topics ranging from investigative techniques to communication skills, graduate the Police Executive Research Forum’s Senior Management Institute for Police and the FBI National Executive Institute, and former instructor at the FBI National Academy. He is the Co-Founder and Principal Advisor of Global Trace, a security and safety consulting firm that serves multiple sectors, including the law enforcement community. Brian Boetig was a member of the FBI’s Senior Executive Service (SES) between 2012 and 2022, capping a 32-year public safety and national security career. His senior leadership roles in the FBI include serving as the Assistant Director of the Weapons of Mass Destruction Directorate and International Operations Division, the Director of the National Cyber Investigative Joint Task Force and the Special Agent in Charge of the Buffalo, New York Division. He was the FBI's SES Legal Attaché for Ireland and the United Kingdom during a period that experienced a spate of terrorist attacks and the unprecedented use of a nerve agent in an assassination attempt of a former double agent. He was tapped again to be the SES Legal Attaché in Canada, with offices in Ottawa, Toronto and Vancouver. He joined the FBI as a special agent in 1998 and was assigned to the Washington, DC Field Office where he deployed internationally to investigate murders and kidnappings of U.S. citizens overseas and served on the Joint Terrorism Task Force. He was a first responder to the 9/11 attack at the Pentagon and subsequent anthrax attacks in the National Capital Region. He was promoted to an instructor position at the FBI Academy where he taught leadership and communication skills and was the 2006 recipient of the University of Virginia’s Jefferson Award for his scholarly contributions to the prestigious FBI National Academy. He led an elite cyber squad in the heart of Silicon Valley at the San José Resident Agency and then accepted a U.S. Intelligence Community Joint Duty Assignment as a senior liaison officer at the CIA and directed interagency digital media exploitation and technical tool development efforts on behalf of the FBI Counterterrorism Division's Communications Exploitation Section. Before his FBI appointment, he was a police officer in Auburn, Alabama and a special agent with the Georgia Bureau of Investigation. He earned a master of arts in justice administration from the University of Alaska Fairbanks, a master of science in criminology from Florida State University and a bachelor of science in business administration-accounting from Auburn University. He is an accomplished author of articles published on leadership, risk assessment, communications and human resources topics and a highly acclaimed international lecturer on public safety and security topics. Dedicated to nurturing leadership talent, he has consistently identified, developed, and mentored emerging leaders through formal mentoring programs and dynamic, peer-led leadership development networks. After his FBI service, he was recruited to FTI Consulting’s Global Cybersecurity Team as a Senior Managing Director to lead strategic growth on the West Coast and Canada. With an exceptional blend of leadership and access to FTI's global network of experts, Brian delivered an intelligence-driven, strategic approach to tackling complex cybersecurity challenges, countering national security risks, developing safety solutions and supporting complex litigation. His reputation for project execution excellence was underscored by his steadfast commitment to advancing practice capabilities, fostering workforce development and ensuring integrity-driven results across all sectors and industries. He currently serves as the Principal Advisor and Co-Founder of Global Trace, a boutique advisory firm offering confidential security services, leadership and communication training and counseling as well as creative content development for television showrunners and movie production companies.

Kevin Horan

FBI Supervisory Special Agent (Retired)

FBI Supervisory Special Agent (Retired) After 26 years of government service, Kevin retired from the Federal Bureau of Investigation as a Supervisory Special Agent. Prior to joining the FBI, Kevin was an Assistant Prosecuting Attorney for the Montgomery County Prosecutor's Office in Dayton, Ohio. As a criminal trial attorney, Kevin participated in numerous jury trials and proceedings, preliminary hearings, and grand jury investigations. It was here that Kevin gained a unique perspective of our jury system, what works, what doesn’t and how important witness preparation is to a jury as well as the outcome of the case. After joining the FBI in 1995, Kevin was assigned to the Cincinnati Division, Columbus Resident Agency where he investigated violent crimes, specializing in fugitives and homicides while serving on several task forces. Kevin was selected as the Assistant Team Leader of the FBI SWAT team were he perfected and taught breaching techniques to law enforcement. In 2006, Kevin was chosen to become a founding member of the FBI Cellular Analysis Survey Team (CAST) and became a certified expert witness in the field of cellular record analysis and live tracking of cell phones. Since that time, Kevin has testified over 120 times in state and federal courts in 22 states and has gained national attention in numerous high-profile investigations. As a certified FBI Instructor, Kevin has taught hundreds of law enforcement officers (both nationally and internationally) on a wide variety of law enforcement subjects. As an FBI CAST Supervisor, Kevin managed 26 CAST agents between Ohio and California ensuring that critical, often lifesaving information was provided to police and prosecutors in a timely fashion. Kevin is the recipient of multiple law enforcement awards and honors, most notably the FBI Director’s Award for Distinguished Service to the Law Enforcement Community. Kevin has an undergraduate degree from Syracuse University and a law degree from the University of Dayton.

Joe Raschke

With over 27 years of experience as a FBI Special Agent, Joe Raschke brings unparalleled expertise in investigations, technology, and training. His work has encompassed high-profile cases involving violent crimes, white-collar fraud, public corruption, and critical incident response. He has provided expert testimony in federal and state court across the United States, leveraging cellular, geolocation, and social media data to secure convictions in cases ranging from healthcare fraud to kidnapping and firearms trafficking. As a senior member of the FBI's Cellular Analysis Survey Team (CAST), he has led efforts in integrating technology into investigations, ensuring accuracy and reliability in data analysis. His work has directly contributed to hundreds of successful outcomes and has helped shape investigative standards. Joe has designed and delivered training for law enforcement, legal professionals, and international partners on leveraging advanced technology in investigations. This includes creating programs on cellular technology, data interpretation, and courtroom testimony, equipping thousands of professionals with the skills to succeed. Beyond investigative work, Joe has led teams as a Supervisory Special Agent, mentored future leaders, and collaborated with agencies in the U.S. and abroad to enhance law enforcement practices. His approach emphasizes precision, innovation, and integrity, ensuring outcomes that are just and impactful. Today, Joe continues to share his expertise as a consultant, trainer, and advisor, helping organizations enhance compliance, investigative strategies, and risk mitigation. His mission is to bridge the gap between complex data and actionable solutions, empowering others to achieve success with clarity and confidence.

Kurt Von Minden

Nebraska State Patrol (Capt. Retired)

During his 25 + years at the Nebraska State Patrol (NSP), Kurt served in a number of different capacities. Most recently, he served as the Troop Area Commander for the Panhandle area (Troop E) in Western Nebraska, supervising all sworn and civilian personnel in a 14,000 square-mile area. Prior to that, he was the director of the Nebraska Information Analysis Center (NIAC), Nebraska’s only fusion center, collecting and distributing criminal intelligence to all necessary stakeholders. Kurt was also a certified instructor and armorer for the NSP’s firearms program for 14 years. During this time, he instructed thousands of troopers in classroom and hands-on scenarios. Additionally, Kurt taught building clearing for the agency for a number of years. He also taught the Standardized Field Sobriety Testing curriculum at the NSP Training Academy for 10 years. Kurt was also a certified active shooter instructor for the agency. Over the course of his career, Kurt testified in court on a wide range of offenses , including traffic violations, felony crimes, and investigations of official misconduct by elected officials. During his time with NSP, Kurt received the Governor’s Award for Excellence in Leadership, two NSP Life-Saving Awards, and two NSP Superintendent’s Group Citations. Kurt began his law enforcement career as a deputy with the Dixon County Sheriff’s Office in Northeast Nebraska. Prior to working in law enforcement, Kurt served with the United States Marine Corp and deployed around the globe on numerous missions. Kurt holds degrees in Police Science (AA), and Criminal Justice (BS).

Bob Moledor

FBI Task Force Officer (Retired)

Robert (Bob) Moledor’s 40-year career in law enforcement began in 1983 as a military police officer at America’s largest military installation, Fort Hood, TX. Bob quickly advanced into the ranks of the U.S. Army’s Criminal Investigation Command (CID) as a Special Agent where he first gained courtroom experience testifying at courts martials and other judiciary tribunals. Toward the end of his military career, Bob was deployed following 9/11 and again to Iraq in 2003 where he was the recipient of a Bronze Star. Beginning in 1989, Bob served 29 years with the Columbus Division of Police where he held assignments in Patrol and the Divisions’ tactical street crime unit known as SCAT. Later Bob moved into investigative roles in the high-volume Crimes Against Property unit and Special Victims Squad. These assignments allowed Bob to hone his skills not only as an investigator, interviewer and interrogator, but also as a statement content analyst. These investigative assignments also provided many opportunities to interact with prosecutors and testify at Grand Jury and Criminal trials. Bob is the recipient of numerous law enforcement awards and honors, most notably the Medal of Valor. In 2007 Bob joined the F.B.I. Safe Street Task Force where he began specialized training and work in cellular records analysis. As a field asset member of the F.B.I.’s Cellular Analysis Survey Team (CAST) he has participated in hundreds of investigations of violent crimes including homicide, kidnapping, robbery, and organized criminal gangs, as well as domestic terrorism cases. It was in this assignment that Bob was first admitted and testified as an expert witness in the science of Historical Cell Site Analysis (HSCA) in state and federal courts in Ohio, Indiana, Georgia, and Kentucky. Bob is also an FBI-certified instructor and has provided historical cellular analysis instruction to hundreds of Agents, Detectives, and Prosecutors throughout the United States. Since his retirement in 2018, Bob voluntarily serves as an Auxiliary Sheriff’s Deputy with the Fairfield County Sheriff’s Office where he provides investigative consultation and cellular analysis support, training, and expert testimony for the Sheriff's office detective bureau as well as the County Prosecutor's Office.
